The same count increment issue seems to be occurring with the RPi Debug Probe.
It would, as that's expected behaviour, isn't a problem, is a feature. As described above.

My 'dmesg' shows a new USB device number 46 ...

Exactly as expected.
The expectation, possibly a naive one, was that unplugging the RPiDP, after the first time it was plugged in, would have decremented the USB count by one (1) .
Not naive. Simply an incorrect expectation, which doesn't match with reality.

Perhaps you need to explain exactly what you mean by "USB count". Do you mean "device number" as above or something else ?
