The last line (IOError: pywws.device_cython_hidapi.USBDevice.read_data failed) seems to be the clue. The USB 'device' (which is kind of a software thing, more than a physical hardware thing) is not behaving as expected.

A couple of questions:
  • is it plugged in?
  • does it have power?
I know these are trivial questions, but they catch people out. People including me, I'm not ashamed to admit.

For a basic test if the device is found by your system:
  1. unplug the USB cable
  2. type lsusb in a terminal
  3. plug the USB cable back in
  4. type lsusb in the terminal again
  5. see if there was any difference
Your device might have USB VID = 1941 and PID = 8021. If you see any new device appearing in the second lsusb call, that's hopeful.
