What are you testing?
Everything except GPIO runs on both Pi and Intel and Windows. You can have W11 and a Debian based Linux, Linux Mint, on a cheap old Intel machine for testing software. For GPIO, you could have a small Pi connected on USB. Do you need GPIO?
