As usually happens in threads like this, we are talking about different things.
There's nothing wrong with having both /bin and /usr/bin on the system and having one be a symlink to the other. That's probably required by some standard or some such.
But, per the thread Subject: line, we are talking about the contents of $PATH.
There's (obviously) no reason to have both of them in $PATH (on systems where one is a symlink to the other).
