If nothing is connected to gpio 24 and it is set to input, it should read low by default.If it shows as high with no pull, or pull down, and nothing connected, the GPIO is probably broken which may prove fatal to the Pi after some time due to the internal damage.
Does it show as low when using an external pull down resistor of something like 10K or even 1K?
