I believe a Pi 4B has host/device capability via its USB-C power connector so it may be possible to have a board which connects to the 4B via pogo pins or via that USB-C.
It should I believe also be possible to have a HAT which includes a USB controller and hub.
I have no idea if such things exist or exist with USB-C connectors.
