The 3 pin black package is a RT9742SNGV power switch in the HDMI circuitry. From the photo is looks intact and can be re-soldered once the pins have been carefully straightened.
The damaged chip scale package (JGJ841) provides the Pi SoC with static protection on the HDMI 0 socket. As this is cracked then you should remove this component, ideally with hot air gun. The Pi will operate without it although with increased risk of ESD. Perhaps just use HDMI 1 with this board from now on.
The part lifted passive is a 100n 0201 capacitor. Again from what I can see it looks intact so can be re-soldered.

So yes the Pi is safe to use once the cracked chip is removed and other repairs above completed. I'd probably not use it on 'mission critical' applications from now on though!
