Connect a monitor to HDMI and you should see a boot diagnostics screen.
Most likely that's a CM5 development kit (https://www.raspberrypi.com/products/cm5-dev-kit/) -> the is no OS installed on the eMMC. Connect a LAN/keyboard, hold down SHIFT key and power on. That should start RPI Imager in Network Install Mode. make sure to select the NVMe as your target.
That NVMe mounting looks odd! Post a details hot (as the groove in the screw holds the NVMe; if you have no idea what I'm speaking off see below)
