AFAIK even LIDARs are not working well on rain or very heavy fogs. There are no magic among them, as LIDARs are working on near-IR band which can be reflected by rain drops and absorbed by heavy fogs.
Night is much easier, as there are virtually nothing blocking from you and the target. And I think it is probably enough to use a near-IR camera. If it is not enough, you may use some IR light to light the road, just like armies do on tank night vision at 50s and 60s.
