Implementing an allow-list is at least as indiscriminate as disabling CQ for certain cards. There are few parameters that change between incremental revisions of a card's firmware. For example, I can't differentiate between Longsys Amazon A2 cards that don't support CQ and our branded cards that do, without doing the CQ enable dance. The filtering is too coarse and manufacturers don't have consistent versioning in any of the CID fields, with the exception of manufacture month/year.
To date, the only manufacturers that have persistent issues are Kingston (which themselves are rebranded from another OEM) and Samsung (all A2 variants), so there's an argument for disabling those solely on OEMID.
