It took me a LONG time to get somewhere with this one.
Eventually I removed the Pi 4 Ethernet connection from a direct gigabit link to the router and placed a 100Mbps switch in the way, and it SimplyWorked™.
I conjecture in fair ignorance that the wifi and Ethernet sub-svstems cannot operate together at gigabit speeds.
I could talk to the LAN OK because that was via the 100Mbps switch.
I am not 100% happy with this solution yet, but at least i have reasonable access.
