i'm no expert, but:
1) i believe you are using a SATA to USB adapter. Some of those have issues. recommend using one with ASMEDIA chipset.
(i have 2... one with ASMEDIA, the other does not. the one that does not does not work reliably (it has jmicron chipset)
what does lsusb report?
2) power: a 4b can source 1.2A (1200mA) max to usb. what does your SSD draw? (asking due to the I/O errors)
3) yes, Trixie runs fine on a PI4B, also on a PI400 (i have used it on both)
