I found a way but very long winded and that was to install the GUI and go through that process which appears to survive reboots. What a palaver! I'm sure there must be an easier way but it's beyond me and it looks like everyone else. I've searched, searched and searched some more. Why fix something or not in this case that does not need fixing in the first place.
