First of all, pixel scaling is evil !
I think the purpose of having a per-screen scaling factor is if you are hot-swapping displays or otherwise have two with very different size or pixel pitch. Given the limited scale factors available, it is not really useful even for that.
When you have one or two displays of compatible density, you should set them all to native resolution and 1:1 scaling. Then increase the size of your fonts, icons, and other elements, until everything is readable.
In the Control Centre, start by setting the Defaults "For Large Screens", and then look at the Theme and Taskbar tabs. You may need to make adjustments in some individual applications too, but it is worth the effort to get the best quality image on a display you will be using often.
(In Xorg, I find xrandr --dpi 140 is enough to make most modern applications use larger fonts. I do not know if there is a good way to do this in Wayland. Most displays report their size in mm along with their resolution, so I do not really understand why font units are not automatically scaled to the same real world sizes.)
