Before I address your specific requirements, I take it you are aware of the external drives that will backup pictures from an SD card to an external drive. You can use your camera to reformat the SD card.
As to your question, it would be easy to configure a computer script to copy (with verification) photos from an SD card to a storage drive then format the SD card. Keep in mind camera manufacturers recommend using the camera for formatting SD cards.
Not sure why you want to clone the SD card. Copying the photos should be sufficient unless I'm missing something.
