I ran into the same confusion. On the Raspberry Pi 5 the onboard LED behavior changed compared to older models. After boot it stays solid green and doesn’t blink for activity in the traditional sense, especially when booting from USB. That’s why your external LED also stays solid when you map it to the ACT signal. Nothing is broken, the signal just isn’t what it used to be
