Just so I don't accidentally brick my device, I need to make sure we understand each other correctly. There are subtle differences to my existing config.txt file, from what you may have assumed in the solution you recommended. There is no line that exactly says "uart0=on", but it was part of another line that started with "dtparam=". I've attached a screenshot of my existing config.txt file, and indicated where I expect to make changes. The red is what I intend to delete, and the blue underline is the new text you recommended.
Another plausible explanation, is to put your new line in the [CM5] section above. In that section, there's already a line starting with "dtoverlay=".
