Is it possible you forgot to take the address for the Pi out of the dynamically assigned IP pool and the DHCP server leased it to another computer during the time the Pi was turned off?I made some progress investigating this. I have another RPi 3 B+ which is being used in another location. So I switched the memory cards to test whether it is a software issue. Turned out, it's not. The SD card from the problematic RPi shows no issues on another RPi.
My opinion is the electricity consumption with an always-on Pi is so small that the cost of fixing just one mistake related to power cycling negates any possible savings in electricity.
