Did you install the required software to use bridging?

From the Debain Bridging Network Connections page you need to install the bridge-utils package first otherwise your setup won't work.

sudo apt install bridge-utils

Also, are you sure that eth0 and eth1 are the correct names for the interfaces (it's always worth checking just to make sure)?
