Any Pi will run Linux.
All Pis except Zero have an ethernet network interface.
No Pi has a RTC except the Pi 5.
I would suggest a PI Zero with external ethernet USB, an RTC like a DS3231 on the GPIO connector and a Lite OS version.
Low power, enough CPU power.
But 10+ years? I doubt the SD card will last that long. You may with a read only file system have it live longer. And no local logging of ping result.
A Pi 5 with an NVMe or would make more sense really. That may survive 10+ years.
