Short answer. I broke it.
Longish answer:
I did find how to add dnsmasq config to /etc/NetworkManager/dnsmasq-shared.d. but it broke the system.
So I started again with new SD and re-installed the Seestar_alp app and set up the AP as before and it was very unreliable. Kept disconnecting possibly the Wifi was being corrupted. Don't know why at the moment.
So I started again from scratch and the app I want to run wouldn't.
The rabbit hole gets deeper.
But I will succeed.
Cheers
Andy
