Raspberry Pi OS • Clean image then update errors

Using rpi-imager-amd64_1.9.6_amd64.deb and a 64GB MicroSD for my 3B+. Created image twice (on laptop then desktop, both Mint Linux 21.3) each time the image is written and verified without errors, it boots the Pi fine, everything looks OK - peripherals, VNC, Wi-Fi - things seem to work just fine. Until I try to update/upgrade. What can I do?
