Thanks for the replies everybody. I don't have the skills, soldering equipment or eyesight to do a component swap but just because I have nothing to lose I got the smallest soldering nib I could find and I melted those two components off the board and now my GPIOs are working (ish, not very reliably, sometimes). I don't know what the consequences are, probably not good but there is certainly a lesson in there somewhere.
