You should do and/or check the kernel*img copy process from rootfs to bootfs, see RonR's instructions
In addition something might be wrong with the initramfs hook script that does that normally, including also .dtb(o) that is also needed.

You can force install it by:
sudo apt install --reinstall raspi-firmware
Of course, it must be the correct version, so apply policy checks ect and report its version
mine:
root@raspi3:/etc/initramfs/post-update.d# apt list | grep raspi-firmware
raspi-firmware/stable,now 1:1.20250430-4~bookworm all [installed]
