I use Pis on a boat in the Med. In the summer; the temperature inside frequently gets to 40 degrees. I have Pi 400s and Pi 3s in constant use with no supplementary cooling. I also have a 5; which has the active cooler. It's used almost continuously. None of them throttle due to heat.
For comparison; I used to use Intel/AMD based laptops...They were like bar heaters and constantly got over hot.
