The nuclear options appears to have worked. At least to the point of the upgrade completing and a successful reboot.Hmmm. You might in that case need to do an explicit "sudo apt purge raspberrypi-ui-mods; sudo apt autoremove" on your system before you run the upgrade, but that is very much the nuclear option, as it risks breaking things in a big way.
