Disconnect everything. Remove the SD card. Connect a monitor (turned on), then connect the power. What do you get displayed, if anything?

General rule, do not make GPIO connection changes while a Pi has power. Second general rule, double-check all GPIO connections to be sure you won't overload any pins, short pins together, or connect pins to voltages they aren't designed to handle.

General rule of posting... Do not use all-caps subject lines. It makes it look like you are shouting, and no one wants to be shouted at.
