1. OE Output Enable is referenced to VCCA side and needs VCCA levels. OE=high means enableing the device.
2. You need I2C pullup resistors ob both sides. CHeck if they are embedded into your devices or add them externally.
3. Basic rule: Never leave digitals inputs open if you are not instructed to do otherwise. Pull OE high and set A2...A8 to ground.
4. Use a logic analyzer to check your signals. The cheap 24 MHz 8 channel 15€ parts on Amazon are enough for this purpose.
