Yes “the balance will always be the same” that is my goal currently there are some problems
It sounds like you have a big problem. A business full of dishonest locksmiths...

Seriously though, you have a store. The store probably has a cash register. Most places make change by hitting the "No Sale" button on the register, which pops the drawer open. It makes a sound, and on modern registers the evetcan be logged.

Why do your employees need to make change independently of a sale? i.e. why do they need to exchange a $20 for twenty ones? In some establishments the register can only be operated when a card is swiped, or an RFID tag is used. This lets you log who used the register (or at least whose tag was used). This in conjunction with CCTV should help identify light-fingered employees.

You could roll-your-own solution with a Pi, but you don't have the skills. Instead you should look at what your suppliers can do for you in terms of enhancing security on what you have.

An alternative would be to avoid cash entirely and use electronic payment only, or cheques (remember those?), or online bank transfer. You could also consider hiring trustworthy people.
