For troubleshooting purposes, may I suggest focussing on the recommended and supported Raspberry Pi Operating System - RasPiOS.
RasPiOS is a version of Linux. What specific version of 'linux' did you install that worked for you?
Raspbian is not synonymous with 'The Raspberry Pi Operating System.' It is specifically a 32-bit OS.
I'm not clear under what circumstances the OS would get 'stuck' with suggestions of a locked Root account.
Might it be that when the OS tries to reboot after invoking the First Run wizard that it enters a default video mode that is not compatible with your display (TV or other monitor) so you never see any subsequent output on the screen?
In the absence of a microSD card or other bootable medium, do you see the Diagnostic Display described here -
