I got it working at last.
To get the RPi4 working a made a new SD card using Raspbery Pi imager on my desktop. This time I got the RPi Desktop. All well.
I think previous cards might have been working but putting the HDMI output into 4K mode which I find does not work on the little screen I had plugged in, but does work on my TV.
