Yes, timesyncd needs to go already in the first place; then the topology of how your servers point to each other is relevant: you shouldn't have any recursions, better go for a tree-like structure, and ideally have only one server running an NTP client and serve the rest of your internal network via PTP (e.g., https://tracker.debian.org/pkg/linuxptp).
