Check it does work when RUN is connected to 0V.
Check your wiring; that you have correct RUN and GPIO13 connections, 0V/GND connected.
Post a full circuit diagram.
Post a photo of how things are wired.
Put a multi-meter or scope on the RUN pin to check it is pulling low.
Take GPIO13 to another pin to check that it is pulling low.
Check the voltage when pulled low.
