Actually you can but you need to add a PCIe switch between the PI5 and the two HATs. And you may need to disable the EEPROM probe and do some manual configuration.
I'd recommend a suitable bridge to connect the SATA drives through USB.
Seconded but for a different reason: more bandwidth per device if one of them is on USB 3.
@OP: booting from SATA is not supported. IIRC booting from NVMe behind a PCIe switch is on recent firmware. If both devices connect via USB not PCIe things should just work.
