On a Pi3 running Bookworm 64 bit, I attached a button to GPIO3 and Ground, and edited /boot/firmware/config.txt, then rebootedNow one press of the button brings up the "Shutdown Options" dialogue on the screen.
A second press then shuts the Pi3 down.
Then we can reboot the Pi using the same button - one press.
Are you sure you have the button connected on the correct pins?
