The watchdog doesn't seem enabled on my RPi 5. I'm booting via U-Boot, and I can sit at the U-Boot prompt as long as I want and the watchdog timer never kicks in. On the CM4, I would get a watchdog timeout and system reset after apx. 16 seconds when sitting at the U-Boot prompt.The watchdog device is now enabled by default on all Pis (*). Have you tried using it on a Pi 5?
(*) Which means the dtparam documentation ("dtparam -h watchdog") is out of date.
