Yes it is possible. Only the usb-c port can be used however because it is the only one having access to usb otg. I myself have never used it as a storage device but i do have smb running over the network over usb c. It is possible using either g_ether or libcomposite.
In your case if you only want it to act as a storage device i would suggest you look here viewtopic.php?t=260107
it isnt a full guide or anything but this person used libcomposite on windows. I would also suggest searching on the internet about g_mass_storage this was before libcomposite and should work. I have no knowledge about it but there should be a couple tutorials on the internet.
