I did spend quite some time trying the HandlePowerKey=ignore in /etc/systemd/logind.conf route and it never helped, it still powered off, hence why I ended up stumbling around in /usr/share/X11/xkb/symbols/inet until I got it to stop.
The udev route seems the best.
