Ok I figured out how to do this.
- Modifiy /etc/initramfs-tools/module file and append i2c-dev line.
- Modify /etc/initramfs-tools/update-initramfs.conf file and change the value from "update_initramfs=yes" to "update_initramfs=all"
- Run update-initramfs -u
