Currently 0.7 and 0.8 TFLOPs FP64 GPUs, will add 3.3 TFLOPs Radeon vii from its GPU shell PC as soon as more 2 USD/pc x1 to X16 Riser adapters wil arrive.

I lived dangerously until I recently started using ESD mat and wrist strap.
Since you have a motherboard with 16x slots in good supply, it seems wrong not to use them. I'd suggest an inexpensive 4U rackmount chassis. Then plug the GPUs directly in the motherboard.
