The only real high volume competitor to RPL in SBCs is Lattepanda, and they're Intel based so already have a good solution. There are other ARM based boards but volumes are low, and hence software support is non-existent. We had to use one of them when CM4s weren't available but hopefully never again.I wouldn't expect Raspberry Pi to release RP1 as a product in its own right. That would simply be handing competitors a leg-up to compete with Pi products.
But there are thousands of products creating some of the functionality of the RP1 using FPGAs. It's the sort of thing in the past a TI or Cypress would have developed, but they all seem to have dropped the ball in this area. So the RP1 could command a reasonably high price and be very profitable, although I agree the not insignificant investment in creating a datasheet is probably the main block.
