We're offering a mPCI HAT that can provide 2V@5A for up to 10W of power to a card.
...
These cards are power hungry and so we are unable to power them soley over the FPC connection which only offers 5W.
ooh, the blinkenlights - six LEDs on the side, why not when you now have 10W instead of 5W ;-)

And BTW even the official "Raspberry Pi M.2 HAT+" for less than 1/4 of the price uses gpio to provide more power to be "capable of supplying up to 3A to connected M.2 devices", so maybe the possible advantage of much higher price for this board is that it is an A/E slot for wifi cards and has fan hole?

And BTW there are no 5V nor 2V power pins on M2 slot so it makes better sense to provide the possible amperage @3.3V
