Most PRs are created from branches. If they pass all requirements and tests, then the core team will add them to a milestone and they will be merged for the next release.It appears MicroPython aren't following the traditional GitHub path of creating a branch to develop, add, test and bug fix new features and changes, but are using Pull Requests which aren't being merged into the master nor any other branch.
On the Errata E9 front, I see that Ian Lesnet (Dangerous Prototypes / DirtyPCBs) has paused production of the latest versions of the Bus Pirate, and suggests the first shipped versions will be DOA because of this:

E9 errata appears more expansive than reported in datasheet, first batch of RP2350 Bus Pirates are probably DOA. RP2350 inputs seem to stick at ~2.1volts without pull-down/load of ~9K ohms/0.33mA
