I don't think "--circular" and "--segment" play nicely together, it's one or the other. You could use "--circular" and look for frame start markers after the fact, or you might be able to persuade something like FFmpeg to do this for you (not sure). If you're a Python programmer, you could probably create your own Picamera2 output class that incorporates a circular buffer and saving frames individually, but that's a bit beyond the scope of this post!
