Doubt you'll do better than that for a ready-built unit (IIRC, they used to cost a bit more; around £20/$25).The PoE circuit is not usually the cost issue, its the voltage convert which is usually the problem. You can get a PoE device for 10-15 dollars from TP-LINK. I was not able to find an effective way to beat this price point for hobby users. (This was before they started increasing prices and discontinuing products.) It is bulky so more compact designs have a hidden cost
If you're building your own PCB, this is a good compact solution (it can reasonably readily be hand soldered). Needs the magnetics, but it still doesn't add much real estate requirement. Often you want your circuit isolated from the physical network anyway, in which case the cost is in the same ballpark as a standard dc-dc converter.
