After checking my x64 Linux server I decided to google this problem for that architecture. Apparently Google is a great trouble maker in this regard because of dropping here and there 32 bit support! Moreover, my temporarily solution I posted above to add architecture to the package list file is the recommended way. However I have question for Debian team why do they care about foreign architecture when package for main architecture is available. I don't see any point to throw that message on 'apt update'. Best they could do is to check available packages and silently add to the database list only those that are available and bark only if nothing is available.

Raspberry have taken the policy of being able to swap the SD card to any other Raspberry, it has to have armhf support for the 32 bit Raspberry products.
