I read that windows 10 on pi5 support DirectX 9, so does it mean it supports Direct-3D also?

Where did you read that?

There's no support for any version of Windows on any model of Pi. Not even from RPL or Microsoft.

There was a cobbled together installer for a custom, modified Windows on ARM build but it's unofficial and last I checked didn't support the Pi5 and was still missing some drivers. And didn't work for me when I tried it out of curiosity on a 4B.

Depending on the games you want to play, emulation is likely your best bet (DOSBox, Qemu, etc) but performance will be much worse than on a native x86 box. With the possible exception of old DOS only games that don't require 3D hardware acceleration.

And before anyone jumps in and suggests installing WINE from apt; no WINE is not enough - it replicates the API but doesn't allow x86 code to run on ARM CPUs.

And, no, Windows IoT isn't goig to work either (not least because it hasn't been updated to support more recent Pi than the 3B).
